I got the Optiplex 990 just like the description. It was shipped in a well-padded box. It also included a power cord and a smaller box with a keyboard, mouse, and a USB WiFi adapter nub.
There is no graphics card - the motherboard has an integrated graphics DisplayPort output that worked.
I attached the PC to my monitor, plugged in the keyboard/mouse/WiFi nub, powered it on, and it went through the Windows 10 initial setup process smoothly without any problems. It was a genuine Windows 10 Pro installation (fully activated). I could tell that it was Pro and not Home because I was able to activate the Remote Desktop server.
The keyboard was a bit low-quality - it had the "\" key between the "," and Enter. The mouse seemed defective as it would only move the pointer left/right, not up/down. Not a big deal as I had others.
The case only came with one of the plastic hard drive sleds, though there are 2 internal slots.
There are 4x SATA ports on the motherboard. All of the USB ports are USB 2.0 (not 3.0).
There are 4x RAM slots on the motherboard for 8GB total, with 2x of the slots are populated with Hynix 4GB 2Rx8 PC3-1200U-11-11-B1 sticks. You could upgrade the RAM.
The 500GB drive is a spinning-disk drive, so bootup takes ~3-4min. Using Windows was ok, but seemed sluggish because of the hard drive.
I decided to get a small 240GB SATA solid-state drive (SSD, ~$30) - this was the single biggest "bang for your buck" improvement I could make and substantially eliminated the "sluggishness" of the machine.
Later I also added a larger 3TB SATA hard drive but was having trouble with it being recognized in Windows. Turned out that the BIOS was very old (2014ish?), but it was easy to update by downloading the utility from Dell's support site.
I knew that this was a used PC and could have scratches, etc, but was surprised at how few scratches there actually were. Just a few dings, not bad at all.
The Dell cases are very well designed to make it easy to open and modify the system, and are space-efficient.
Overall this is fairly old hardware that has a lot of usable life left with slight modification and is a great deal for what you get.
